The Situation

A Memorandum of Understanding (MOU) was signed by the Federal Government of Nigeria and a leading multinational manufacturer of locomotives, for the location of a $100 million locomotive manufacturing plant in Nigeria. However, there were significant delays to the operationalisation of this signed MOU.

The Solution

Africa PPP Advisory was called to assist the Federal Ministry of Transport in high level negotiations, these led to the development of an implementation plan for the realisation of the commitments made by both parties, this triggered the need for the formal appointment of Transaction Advisors.

Our Assistance

In order to assist with these negotiations, we reviewed the MOU and assessed the key issues that were impeding the implementation of the agreement; we also provided expert facilitation, support and liaised with the private sector investor.
