The Situation

The Government of Mauritius (GoM) was committed to improving the delivery of infrastructure through greater private sector participation in its financing and delivery. However, there was a lack of knowledge, understanding and expertise about Public Private Partnership (PPP) and Build Operate Transfer (BOT) projects within the Mauritian Government. The Government of Mauritius requested assistance to conduct two more BOT/PPP workshops facilitated by the BOT Projects Unit of Mauritius in order to further increase the knowledge and understanding of BOT/PPPs in Mauritius.

The Solution

The GoM enacted the BOT Projects Act in April 2016 and requested assistance from the African Legal Support Facility to finance a resource firm to conduct a BOT/PPP workshop, organised by the BOT Projects Unit of Mauritius. In 2017, two further capacity building workshops were to be delivered on BOT procurement, the first was to target the members of the Mauritius Bankers Association and Building and Civil Engineering Contractors Association (BACECA), and the second was to develop and enhance the capacity of the Central Procurement Board, which is responsible for the procurement process of PPP/BOT projects. Africa PPP Advisory in association with Nabarro LLP were invited to conduct the workshops and support the launch of 2016 BOT guidance manual through reviewing it.

Our Assistance

In 2016 and 2017, our subject matter experts developed, facilitated and delivered BOT procurement training programmes to various public sector participants. This involved the development of the training programme, session topics and all materials, as well as providing post- training support during the workshops’ implementation. The training programme included the BOT Project Lifecycle, key considerations for the development of Bankable Outline Business Cases, Risk Management Principles, Reaching Financial Close and Managing PPP Contracts for Value and Impact. In 2016, we also supported the launch of the BOT Guidance Manual, which was successfully launched in October 2016.
